New OSAGO Tariffs from 2026 in Uzbekistan: What Changes for Drivers | EUROASIA Insurance

Innovations in the OSAGO Insurance System in Uzbekistan: What Will Change from 2026 and Important Reminders for Drivers

As the number of vehicles increases, so do the risks. Owning a vehicle in Uzbekistan is not only a convenience but also a great responsibility. Year after year, the population's prosperity grows, leading to a rapid increase in the number of vehicles on the roads.

According to statistics, as of July 1, 2025, 4 million 612.7 thousand motor vehicles owned by individuals were registered in the country. This is 441.5 thousand more than in 2024, meaning that almost half a million new cars were added in one year (source: Zamin.uz, July 17, 2025).

The OSAGO Insurance System and Its Importance

To cover property or physical damage that may be caused to third parties during road traffic, the state has introduced a system of "Compulsory Civil Liability Insurance for Vehicle Owners" (hereinafter referred to as OSAGO insurance).

This system, based on the Law of April 21, 2008, and Cabinet of Ministers Resolution No. 141 of June 26, 2008, aims to ensure the social protection of citizens by compensating for damages caused to third parties as a result of road traffic accidents.

Why Was Reform Necessary?

It is no secret that in recent years there have been numerous complaints about the untimely payment of compensation by insurance organizations and insufficient limits to cover damages.

The insurance premium of 56 thousand soums established in 2019 proved insufficient in practice to cover actual losses. This led to a decrease in insurance companies' interest in providing this service in a competitive environment in some regions. Taking into account these and other factors, by Resolution of the Cabinet of Ministers dated July 23, 2025, measures were determined to reform the OSAGO system.

The Situation in the Insurance Market of Tashkent

In 2023, more than 865.0 thousand insurance policies were issued in Tashkent, 80.5 billion soums of insurance premiums were collected, 10.6 thousand insurance claims were registered, and 77.9 billion soums of insurance compensation were paid.

In the 9 months of 2025, 1.54 million insurance policies were issued, 129.5 billion soums of premiums were collected, and 108.4 billion soums were paid for 12.5 thousand insurance claims.

Such growth can be explained by the expansion of the population's "car fleet," an increase in the share of expensive cars, and rising repair costs.

New Limits and Tariffs from 2026

From January 1, 2026, the insurance amount will be set at 80.0 million soums:

  • For property damage — 28.0 million soums;

  • For damage to life or health — 52.0 million soums.

This is twice as high as the current limits. For comparison:

In 2019–2025, the insurance amount was 40.0 million soums:

  • For property damage — 14.0 million soums;

  • For damage to life or health — 26.0 million soums.

Before 2019, the liability limit was even lower — 12.0 million soums:

  • For property damage — 4.2 million soums;

  • For damage to life or health — 7.8 million soums.

Thus, the liability limit from 2026 will increase 6.7 times compared to the period before 2019, while the insurance premium will increase only 1.2 times.

As can be seen from the table, from January 1, 2026, the compulsory civil liability insurance limit for vehicle owners is being significantly increased.

The insurance amount (liability limit) has increased 6.7 times compared to the period before 2019 (from 12.0 million soums to 80.0 million soums). This change makes it possible to significantly increase the amount of compensation for citizens' property and life/health.

At the same time, the insurance premium (tariff) has increased moderately relative to insurance liability — only 1.2 times (from 161.7 thousand soums to 192.0 thousand soums). This shows that it was set in accordance with the principle of social justice while maintaining a balance of interests between the insurer and the insured.

Important Reminders for Drivers

General Points:

  • Electronic policies: Policies are issued electronically and sent via SMS.

  • Database integration: All data is integrated with the Ministry of Internal Affairs database through the Unified Information System.

  • "Limited" and "unlimited" policies: Liability amounts are the same; the difference is only in the number of drivers allowed to drive.

  • Coverage: The policy covers only damage caused to third parties. Damage to your own vehicle is not covered by this policy.

Social Benefits:

A discount of 50% of the insurance premium is provided to:

  • War veterans and labor front participants;

  • Persons with disabilities;

  • Pensioners;

  • Victims of the Chernobyl disaster and others.

Fine for Absence of Policy:

Failure to comply with the compulsory insurance requirement results in a fine ranging from 1 to 3 times the base calculation amount.

Procedure for Completing a Road Traffic Accident Report (European Protocol)

In the event of a road traffic accident without injuries and involving only two vehicles, drivers can independently complete an accident report. This process consists of the following stages:

  1. At the scene of the accident — drivers perform:

    • A report is completed in two copies.

    • The accident scene and damaged parts of the vehicles are recorded via photo and video.

    • The time, place, and circumstances of the accident are clearly recorded.

  2. Initial measures after the accident:

    • Within 4 hours after the accident, an intoxication test is conducted.

    • If there is a victim, they may undergo an independent examination within 3 working days.

    • Drivers submit the report and all documents to their insurer within 3 working days.

  3. Review by the insurer:

    • The insurer accepts the report and documents, inspects the vehicle.

    • If necessary, an examination is appointed.

    • The insurer makes a decision within 15 working days — to pay compensation or refuse.

    • Payment is made within 5 working days after the decision is made.

  4. Legal and recourse procedures:

    • If drivers do not submit documents on time or do not undergo an intoxication test, the insurer may recover the paid compensation from the guilty party through recourse.

    • If signs of a crime are identified in the accident, documents are sent to law enforcement agencies.
