Fines for Driving Without OSAGO Insurance in Uzbekistan (2025): How Much You’ll Pay and How to Avoid It

Buying your first car is an exciting milestone — but along with the joy of ownership comes responsibility. One of the most important obligations is compulsory car insurance, known in Uzbekistan as OSAGO (Compulsory Third-Party Liability Insurance, or OSGOVTS).

In Uzbekistan, having a valid OSAGO policy is strictly enforced, and driving without one can result not only in financial risk in the event of an accident but also in clearly defined penalties.

Let’s examine the fines for driving without OSAGO in 2025 and how you can avoid them.

Why is OSAGO Mandatory?

First of all, OSAGO is not optional — it is a legal requirement.

This policy guarantees that if you are responsible for an accident, the damage caused to others’ property or health will be covered by your insurance company, up to a legally established limit (40 million UZS).

It protects both the victims and your own budget from unexpected expenses.

Without insurance, you are exposed to full liability.

Fine for Not Having OSAGO in 2025

If a traffic officer stops you and finds that you do not have a valid OSAGO policy, you will be fined.

The fine is calculated based on the Base Calculative Amount (BCA), which is periodically reviewed by the government.

As of June 2025, the BCA is 375,000 UZS.

The fine for driving without OSAGO (or with an expired policy) is set at 1 BCA, which means the current fine is:

375,000 UZS

How to Save Money: Early Payment Discounts

Uzbekistan has an early payment discount system for traffic fines. If you pay the fine promptly, you can reduce the amount significantly:

  • 50% discount: If paid within 15 days, the fine is 187,500 UZS

  • 30% discount: If paid between days 16 and 30, the fine is 262,500 UZS

  • Full amount: If paid after 30 days but within the 60-day deadline, you will pay 375,000 UZS

Payment Deadlines and Consequences of Non-Payment

You have 60 days to pay the fine.

If the fine is not paid within this period, the case will be transferred to the Bureau of Compulsory Enforcement (BCE), which may result in more serious consequences, including seizure of assets or other legal restrictions.

How to Avoid the OSAGO Fine

The best way to avoid a fine is to always have a valid OSAGO policy. Here are a few recommendations:

  • Renew your policy on time. Do not postpone purchasing or renewing your policy. The standard OSAGO term is 1 year.

  • Use online services. Today, purchasing OSAGO online is simple and fast. Many insurance companies and aggregators allow you to buy coverage online in just 5–10 minutes, with payment via Click or PayMe. Your digital policy will be sent to your email or mobile app.

  • Verify your policy. After purchasing online, verify the authenticity and validity of your policy through official platforms such as ersp.e-osgo.uz or my.gov.uz.

  • Set a reminder. Schedule a calendar reminder two weeks before your policy expires, so you have time to renew it without pressure.

Important: New Fine Amounts from August 1, 2025

According to the Presidential Decree of June 3, 2025, the Base Calculative Amount (BCA) will increase from 375,000 UZS to 412,000 UZS starting August 1, 2025.

This means that the fine for driving without OSAGO will also rise accordingly.

New fine (from August 1): 412,000 UZS

Updated discounted amounts:

  • If paid within 15 days: 206,000 UZS (50% discount)

  • If paid between days 16 and 30: 288,400 UZS (30% discount)

At the same time, the minimum monthly wage will increase from 1,155,000 UZS to 1,271,000 UZS, which may impact other financial calculations related to insurance payouts.

These updates have been confirmed by official sources, including Buxgalter.uz and Gazeta.uz. When planning your insurance costs after August 1, be sure to factor in the new amounts.

Conclusion

The fine for not having OSAGO is only part of the risk. The bigger danger is the financial liability you may face if you cause an accident without coverage.

Given how accessible and straightforward online car insurance has become in Uzbekistan, obtaining a valid OSAGO policy is a smart and responsible decision for every driver.
