Owning a car in Uzbekistan comes with an obligation: OSAGO, compulsory third-party liability insurance (OSGOVTS). Driving without it is not allowed, and the fine is the smaller problem: in an accident you pay for the damage to others yourself. Here is what the fine is in 2026 and how to avoid it.
Why is OSAGO mandatory?
If you cause an accident, the policy pays for damage to other people’s property and health — up to 80 million UZS. Without a policy, that money comes out of your pocket.
Fine for driving without OSAGO in 2026
Since 1 September 2026 the base calculation amount (BCA) is 440,000 UZS. Driving without a policy, after it has expired, or outside the period stated in it is punished under Article 135-1 of the Code of Administrative Liability: a warning or a fine of 0.5 BCA — 220,000 UZS. The same applies if the driver is not listed in the policy.
A separate case: you have a policy but no documents on you. That is Article 135, a fine of 1 BCA — 440,000 UZS. But if you carry an ID card or biometric passport, you do not need to carry the policy, licence or registration certificate (Art. 135, part 4).
Early-payment discounts
Within 15 days — pay 50%: 110,000 UZS.
Within 30 days — pay 70%: 154,000 UZS.
Later, up to 60 days — full amount: 220,000 UZS.
The period runs from the day the ruling is handed to you. There is no discount if you appeal or repeat the offence within a year. Work out the amount for your case with the OSAGO fine calculator.
Payment deadline and non-payment
You have 60 days to pay via my.gov.uz, Click, Payme or a banking app. Unpaid fines go to the Bureau of Compulsory Enforcement, which can lead to asset seizure and other restrictions.
How to avoid the fine
Buy the policy on time. OSAGO is sold for 20 days, 6 months or a year; online it takes 5 minutes, paid with Click or Payme.
List everyone who drives. A new driver means you need to reissue the policy.
Check the expiry date with the EAIS policy check and set a reminder two weeks ahead.
Bottom line
The policy costs less than the fine: an annual OSAGO for a passenger car starts at 160,000 UZS (192,000 in Tashkent city and region), the fine is 220,000 UZS, and an accident without cover can cost millions. Buy OSAGO online and drive with peace of mind.
