    Europrotocol in Uzbekistan: Complete Guide 2026

    What is the Europrotocol

    The Europrotocol is a simplified procedure for documenting road traffic accidents, where drivers independently fill out a special accident report without the involvement of traffic police officers. This system was introduced in Uzbekistan on November 25, 2021, aiming to reduce the workload on traffic police and speed up the insurance claim process.

    The main advantage of the system is that drivers can quickly document the incident on the spot and clear the road without waiting for police inspectors to arrive. This is especially important in dense urban traffic conditions, where every minute of delay can cause serious congestion.

    Conditions for Using the Europrotocol

    The Europrotocol can be used only if ALL of the following conditions are met:

    1. Exactly 2 vehicles involved

    The accident involves exactly 2 vehicles. A car with a trailer is considered as one unit.

    2. No injuries

    No persons have sustained injuries or bodily harm. Damage concerns only the vehicles.

    3. No damage to third-party property

    No damage to road signs, barriers, buildings, parking barriers, or property of other persons.

    4. Full admission of fault

    One of the drivers fully and unconditionally admits their fault. There are no disagreements about the circumstances of the accident or the determination of the guilty party.

    5. Valid compulsory motor third-party liability insurance (OSAGO) policies

    Both parties have valid compulsory motor third-party liability insurance policies at the time of the accident.

    6. Participants are sober

    The participants are not under the influence of alcohol or drugs. Medical examination must be conducted within 4 hours from the time of the accident.

    7. Documents are in order

    All driver documents (driver’s licenses, vehicle registration certificates, powers of attorney if applicable) must be valid and in order.

    8. Damage within the limit

    The estimated damage must not exceed the Europrotocol payment limit (14 million UZS).

    When NOT to Use the Europrotocol

    The Europrotocol must NOT be used in the following cases:

    • More than two vehicles involved

    • There are injured persons (injuries, bodily harm)

    • Damage to road infrastructure (signs, barriers, traffic lights)

    • Damage to third-party property

    • One of the drivers is intoxicated

    • One of the drivers does not have a valid OSAGO policy

    • Disagreements about the circumstances of the accident or the guilty party

    • Estimated damage exceeds the Europrotocol limit

    • Suspicions of intentional damage

    • One of the drivers has a CASCO policy (police must be called)

    If at least one condition is not met, it is necessary to call the traffic police for standard accident documentation.

    Step-by-Step Instructions for Documentation

    STEP 1: Actions Immediately After the Accident

    Step 1. Ensure Safety

    • Stop the vehicle and turn on hazard lights.

    • Place a warning triangle at a distance of 15 meters from the vehicle.

    • Check for any injured persons.

    • Call an ambulance if necessary.

    • Make sure your situation meets all conditions 6-8 for using the Europrotocol.

    Step 2. Document the Accident Scene (Photos and Videos)

    Make at least 10-15 photos:

    • General view of the accident scene — position of vehicles relative to road markings, signs, and other landmarks.

    • Damage to each vehicle — close-up of each damage.

    • License plates of both vehicles.

    • Participants’ documents (licenses, registration certificates, OSAGO policies).

    • Odometer readings of both vehicles.

    • Brake marks on the road.

    • Glass shards and vehicle parts on the road.

    • Surrounding road environment — traffic lights, road signs, road surface condition.

    • Road markings at the accident site.

    • Working traffic light (if the accident occurred at a controlled intersection).

    Important: Photos should be taken from different angles and show the full picture of the incident. Insufficient photo documentation is one of the main reasons for claim denial.

    Step 3. Move Vehicles (if necessary)

    If vehicles block traffic and it is safe, move them off the roadway after photo documentation.

    Step 4. Fill Out the Accident Report (Europrotocol)

    The Europrotocol is filled out simultaneously by both drivers in two copies at the accident scene.

    Ways to obtain the form:

    • Print it yourself (available for download on the website).

    • Receive it from the insurance company when issuing OSAGO policy.

    • Fill it out via the mobile app Sug'urta Servis (iOS / Android).

    Step 5. Undergo Medical Examination

    Visit a medical institution within 4 hours from the accident time and obtain a certificate confirming absence of alcohol intoxication. This is mandatory for both drivers.

    Step 6. Conduct Independent Damage Assessment (if necessary)

    The injured party, on their own initiative or at the insurer’s request, may conduct an independent damage assessment within 3 working days from the accident.

    STEP 2: Submit Documents to the Insurance Company

    Submission deadline: 3 working days (for EAI) or 5 working days (general standard).

    The injured party must submit documents to the insurer of the guilty party. The guilty party must also notify their insurer within the same period.

    Important: The countdown starts from the date of the accident, not from when the driver learned about the need to submit documents.

    How to Fill Out the Europrotocol Form

    Basic Information

    Accident location: Specify the exact address of the accident site with street name, building number, and nearest landmarks.

    Date and time of accident: Indicate date and time accurately to the minute.

    Driver details: Full names, contact information, addresses, driver license data.

    Vehicle details: Make, model, registration number, VIN, registration certificate data.

    Insurance policy details: OSAGO policy number, insurance company name, validity period.

    Accident Circumstances (selection from 22 points)

    Drivers select several points from 22 options describing the accident circumstances. Examples:

    • Moving straight (no maneuver)

    • Changing lanes

    • Turning right

    • Turning left

    • Reversing

    • Not maintaining distance

    • Failing to comply with priority sign

    • Failing to yield when changing lanes

    • Entering oncoming lane

    • And other circumstances

    Accident Diagram

    The diagram must include:

    • Roadway with number of lanes indicated.

    • Road markings.

    • Road signs.

    • Traffic lights (if any).

    • Position of vehicles at collision moment.

    • Directions of movement (arrows).

    • Trajectories before collision.

    • Street names.

    • Building numbers.

    • Distances to nearest landmarks.

    Important: Vehicles on the diagram should not be simple rectangles but show orientation. Indicate which parts of the vehicles were involved in the collision and at what angle they approached.

    Item 11: Point of Initial Impact

    Indicate the point of initial impact on the vehicle diagram with an arrow.

    Item 12: Visible Damage

    List all visible damages: dents, scratches, broken headlights, damaged bumpers, etc.

    Item 13: Remarks

    The guilty party must clearly state: "I fully admit my fault in the accident."

    The injured party may add additional circumstances or remarks.

    Signatures

    Important:

    • Both copies of the Europrotocol must be identical.

    • Both copies must be signed by both drivers.

    • After signing, no changes are allowed in the documents.

    Explanatory Note

    An explanatory note is attached to the Europrotocol, which:

    • Describes the accident circumstances in detail.

    • Specifies the sequence of events.

    • Notes that the report is signed by both drivers.

    • States that photos and videos from the accident scene are attached.


    Required Documents

    For filling out the Europrotocol at the accident scene:

    • Driver licenses of both drivers.

    • Vehicle registration certificates (technical passports).

    • Valid OSAGO policies of both parties.

    • Power of attorney (if the vehicle is driven under one).

    • Accident report form (Europrotocol).

    For submission to the insurance company:

    • Completed accident report (Europrotocol) — both copies.

    • Photo and video materials from the accident scene (minimum 10-15 photos).

    • Direct claim application.

    • Medical certificate confirming absence of alcohol intoxication (for both drivers).

    • Copies of driver licenses of both participants.

    • Copies of vehicle registration certificates.

    • Copies of OSAGO policies of both parties.

    Payment Limits

    Until January 1, 2026:

    • Total OSAGO insurance amount: 40 million UZS.

    • For property damage compensation (35%): 14 million UZS.

    • For bodily injury compensation (65%): 26 million UZS.

    Europrotocol payment limit: 14 million UZS (35% of total insurance amount).

    From January 1, 2026:

    • Total OSAGO insurance amount: 80 million UZS.

    • For property damage compensation (35%): 28 million UZS.

    • For bodily injury compensation (65%): 52 million UZS.

    Expected Europrotocol payment limit: 28 million UZS.

    Important: If actual damage exceeds the Europrotocol limit, the injured party may seek additional compensation from the guilty party through court, although this is a complex process in practice.

    5 Common Mistakes

    According to insurance companies, about 30% of Europrotocol claims are rejected due to documentation errors. Below are the most frequent mistakes and how to avoid them.

    Mistake #1: Incomplete photo documentation of the accident scene

    Problem: Many drivers take only a few photos of vehicle damage and forget to capture the overall scene.

    Consequence: The insurer may refuse payment due to lack of evidence.

    How to avoid: Take at least 10-15 photos from different angles, including general view, all damages, license plates, documents, brake marks, and road environment.

    Real example: A driver filled out the Europrotocol after a collision at an intersection but forgot to photograph the working traffic light. Later, the other party claimed they had a green light, and without photo evidence, this could not be disproved. The insurer denied compensation.

    Mistake #4: Missing the document submission deadline

    Problem: Many drivers are unaware of strict deadlines for submitting documents after filling the Europrotocol.

    Consequence: Claim rejection, significant delays in payment.

    How to avoid: The injured party must submit documents to the guilty party’s insurer within 5 working days (or 3 working days for some companies) from the accident date. The guilty party must notify their insurer within the same period. All documents must be submitted simultaneously.

    Problem: The most serious mistake is attempting to use the Europrotocol for an accident that does not meet the simplified procedure criteria.

    Consequence: Compensation refusal, administrative or criminal liability.

    • More than two vehicles involved.

    • Damage to road infrastructure.

    • One driver intoxicated.

    • One driver lacks valid OSAGO policy.
