Compulsory civil liability insurance
The policy covers harm to the life, health and property of other persons and to the environment if an accident occurs at your facility. From 2 mln UZS a year: the premium is a percentage of the sum insured, which the law sets by facility type.

The insured obligation is to compensate harm caused to other persons and to the environment in the event of an accident at a hazardous production facility.
Covers harm to the life and health of people injured in an accident at the facility — except the policyholder's own employees.
Compensates damage to buildings, equipment and vehicles of neighbouring businesses and residents affected by the accident.
Coverage includes pollution of land, subsoil, surface water and groundwater caused by the accident.

The premium depends on the type and number of facilities
Every claim is assessed against the circumstances of the accident, the technical investigation report and the documents submitted.
Destruction of a structure or technical device, an uncontrolled explosion or a release of hazardous substances at a facility listed in the annex to the contract.
People, property or the environment were affected, and the injured parties are not in an employment relationship with the policyholder.
The obligation to compensate is established by a court decision or by a tripartite agreement in out-of-court settlement with the insurer's consent.
The contract covers the operator's obligation to compensate harm to the life, health and property of other persons and to the environment in an accident at the facility.
Other persons are residents, neighbouring businesses and the state. The policyholder's own employees are not among them: harm at work is covered by employer liability insurance.
Destruction of a structure or technical device, an uncontrolled explosion or a release of hazardous substances during the insurance period.
Other persons demand compensation — through court or out of court with the insurer's consent.
The causes are established by the technical investigation report; the amount of harm is confirmed by documents from competent authorities and experts.
The parties sign the insured event report, after which compensation is paid directly to the injured.
An enterprise, workshop, section, site or other production facility with at least one hazard feature from article 4 of the Law on Industrial Safety of Hazardous Production Facilities:
hazardous substances are used, produced, stored or destroyed: explosive and fire-hazardous, harmful substances of classes I–III, explosives, hazardous waste
equipment is used that operates under pressure above 0.07 MPa or at a temperature above the boiling point of the working fluid
stationary lifting mechanisms, escalators, ropeways or funiculars are used
melts of ferrous and non-ferrous metals and their alloys are produced
mining, extraction and processing of minerals or underground work are carried out
The facility is entered into the state register maintained by the Committee for Industrial, Radiation and Nuclear Safety. The facility type is set during identification.
The premium is a percentage of the sum insured, which the law sets by facility type. The annual tariff is 0.05–0.13%; the exact rate depends on the process and the degree of risk.
High-hazard facilities: hazardous substances are used, produced, stored or transported in quantities at or above the threshold limits.
Facilities with the same features but with hazardous substances below the threshold limits set in the annex to the Regulation.
Other facilities with hazard features: pressure equipment, lifting structures, metal melts, mining operations.
Sums insured are set in base calculation values and recalculated using the BCV effective on the date the contract is signed. Amounts in UZS are shown at the current BCV of 412,000 UZS.

Comply with industrial safety requirements, maintain production control, carry out equipment expertise on time and admit only certified personnel. Report an accident within three working days. How the event is assessed depends on this.
The contract is concluded on the basis of an application form. To assess the risk, a specialist will confirm the composition of the facilities and their condition.

The policyholder is the organisation operating the hazardous production facility. Only the policyholder's own liability is insured, and only in favour of other persons — those injured in an accident.
An accident is the destruction of a structure or technical device used at the facility, as well as an uncontrolled explosion or release of hazardous substances. The technical characteristics, causes and consequences are established by the technical investigation report and the conclusions of competent authorities.
No. Harm caused to persons in an employment relationship with the policyholder while performing their duties is excluded. Employees are covered by a separate compulsory class — employer civil liability insurance.
On the facility type. Minimum sums are set in base calculation values: 250,000 BCV for type I, 50,000 for type II, 10,000 for type III. At a BCV of 412,000 UZS that is roughly 103 bn, 20.6 bn and 4.12 bn UZS; the sums follow the BCV on the signing date, and from 1 September 2026 the BCV will be 440,000 UZS. Several hazard features of one type do not change the minimum.
The premium is calculated as a percentage of the sum insured. The annual tariff ranges from 0.05% to 0.13% depending on the facility type, the production process, its location and other risk factors. For a type III facility with a sum insured of 4.12 bn UZS the premium starts at roughly 2 mln UZS a year, for type II from 10.3 mln UZS, and for type I from 51.5 mln UZS. The exact rate is set by a specialist after the application form and the facility documents.
As a rule the contract runs for one year and is then renewed, but the insurance period is set by the contract and stated in the policy. The contract takes effect on signing provided the premium or its first instalment is paid on time, and cover applies to accidents occurring within the insurance period stated in the policy.
The cover is compulsory under the Law on Industrial Safety of Hazardous Production Facilities. There is no separate article for the absence of the policy itself: it is treated as a breach of industrial safety requirements under article 97 — 1 to 3 BCV for individuals and 3 to 5 BCV for officials, and 3 to 5 and 5 to 10 BCV for a repeat within a year. The contract also forms part of the production control documents.
Wilful acts of the policyholder or the beneficiary, nuclear explosion and radiation, military action and terrorism, civil unrest and strikes, natural disasters and other force majeure, and events unrelated to operating the facility. Moral damage, lost profit, penalties and fines, damage to own property and harm to employees at work are not compensated.
Notify the competent authorities and take measures to reduce the consequences. Notify the insurer no later than 72 hours and send a written notice with the causes and circumstances within five working days. The accident, any claims and any final court decision are reported within three working days. Clean-up may begin after the insurer inspects the site, or ten days after the notice.
The insurer communicates the decision to pay or a reasoned refusal no later than fifteen days after the written request. Compensation is paid within ten working days from the date the insured event report is signed and is transferred directly to the injured parties. For late payment the insurer pays a penalty of 0.10% per day, capped at 10% of the amount. Claims for compensation are accepted within three years of the accident.
The contract takes effect on signing provided the premium or its first instalment is paid on time. If the premium is not received by the due date, the insurer may terminate the contract unilaterally: it is automatically cancelled from the date by which the payment was due, and no payment obligations arise. If paid late, the contract takes effect when the money actually reaches the account.
