How to claim KASKO without an accident: a guide
No accident, no police report — how to file a KASKO claim for theft, vandalism, hail or fire in Uzbekistan: which authority, which documents, when you get paid.

Car damage doesn't always come from a collision. Here are four scenarios that are all too familiar:
You go to the parking lot in the morning and your car is gone — theft.
Someone scratched the bodywork with a key overnight — vandalism.
A hailstorm left dozens of dents across the bonnet and roof — a natural disaster.
A short circuit in the garage and your car burned down.
None of these involve a road accident. The traffic police aren't called and no collision report is drawn up. Many drivers stop right there: "Without a crash, no one will pay out." That's not true. KASKO is a voluntary policy that covers both road accidents and everything unrelated to them. You just need to know the right steps.
Under the EUROASIA policy offer, the following events qualify as insured losses without a traffic accident:
Theft / robbery — unlawful seizure of the vehicle or its parts. If the car is not recovered, this is treated as a total loss.
Natural disasters — hail, storm, hurricane, heavy rain, lightning strike, avalanche, mudslide, earthquake, flooding.
Fire and explosion — external ignition, spontaneous combustion, or a short circuit.
Malicious acts by third parties — vandalism, deliberate damage, arson.
Falling objects — a tree, branch, or foreign object, including stones thrown up by passing vehicles.
Animal damage — external damage to the bodywork caused by animals.
Ground subsidence — sinkhole or collapse of the surface beneath the vehicle.
If your car is damaged not by your own fault but by nature or someone else's actions, KASKO has you covered.
Document everything. Take photos and video of the damage, the scene, and the surroundings. Hail? Capture every dent. Fire? Photograph the burn marks. Vandalism? Record every scratch and chip.
Contact the right authority (see the table below). In the case of theft — do this immediately, without delay.
Notify EUROASIA — call 1147. Under the policy offer you must report the incident within 3 working days.
Gather your documents and submit your claim.
Without a traffic accident you don't need the traffic police — you need the authority that corresponds to the type of event:
Incident | Authority | Document |
|---|---|---|
Theft / robbery | Ministry of Internal Affairs (police) | notification slip + resolution |
Natural disaster (hail, storm, mudslide…) | Uzhydromet | weather event certificate |
Fire / explosion | Ministry of Emergency Situations | fire incident certificate |
Vandalism / deliberate damage | Ministry of Internal Affairs / local officer | resolution |
After that, in all cases: EUROASIA (1147) → Loss Assessment Act → payout. The official certificate is the only proof that the incident occurred — without it the claim cannot be substantiated.
The core document package is the same regardless of the type of incident:
passport;
vehicle registration certificate;
driving licence;
KASKO policy and payment receipt;
completed claim form;
photos and video from the scene;
bank account details for the payout transfer;
certificate or resolution from the relevant authority (see the table above).
Special requirement for theft: bring all keys and key fobs, including alarm remote controls. This is a standard insurer requirement.
Stage | Timeframe |
|---|---|
Notify of the incident | Within 3 working days (call 1147) |
Payout after signing the Act | 5 banking days |
For minor damage, no traffic-police certificate is required. Under the SMART plan you can claim up to 7% of the sum insured without a government certificate — under DELUXE up to 10% — once per policy period.
Windscreen damage is a separate case: repair or replacement with no deductible — under SMART up to 4.5 mln soum, under DELUXE up to 7.5 mln soum, once per policy period. A stone chip is not your expense. Note: a windscreen crack under 10 cm is not a covered event unless the windscreen option is included in your policy.
The policy offer explicitly lists exclusions — it's worth knowing them in advance:
Door or window left open while unattended. If damage occurs through an unlocked opening, the claim will be denied.
Vehicle without a valid roadworthiness certificate, or LPG equipment without certification. A general exclusion under the policy.
Driving under the influence of alcohol or drugs, or refusing a sobriety test.
Aftermarket accessories not listed in the policy. A stereo, speakers, custom alloy wheels — if they're not factory-fitted and not separately insured, they're not covered.
A windscreen crack under 10 cm without the windscreen option is not treated as an insured event.
Knowing these exclusions, you'll collect the right documents on the day of the incident and avoid hitting a dead end.
A KASKO claim without a traffic accident follows a predictable path. Incident → right authority → certificate → claim to EUROASIA → Loss Assessment Act → money in your account within 5 banking days. For minor damage, no traffic-police certificate is needed at all.
If you're still at the policy-selection stage, this process is your answer. Understand it first, then decide.
